60 ml distilled water, 1 tsp witch hazel as the solubiliser, 15 drops total of oil. Shake before use but it stays mixed for minutes rather than seconds.

Witch hazel is the missing piece. I'd been shaking a bottle of angry water for months.
What's your oil split? Mine goes soapy if I use too much lavender.
8 lavender, 4 bergamot, 3 cedarwood. The cedarwood keeps it from going laundry-ish.
